Why is organizing difficult?

Why is getting other people to return their plastic containers to connies to reuse so difficult?

Getting other people to do what I want them to do is difficult because it is difficult to communicate and spread the word to everybody. So, that means some people still aren't aware of this new deal. Also, some people do not want to do what I want them to do. Some people don't bother to do their part in saving the environment, even if there is a prize for them. Some people don't buy plastic containers. Homegroup teachers forget to give out the stamp cards. Some people lose their stamp cards. Some naughty people might try to fake the signature to get free cinnamon buns.
